Configuration - Global Actions
Create a Global Action for Super User profiles only.

Go to Setup → Global actions → Publisher Layouts → Click on New

Add Publisher Layout Name and Click on Save.

Click on Publisher Layout Assignment and Assign Master Layout to Super User/System Administrator.

Adding a new “Global Action” to the Global Layout
Edit the Master Layout and Click on override the predefined actions.
4.
Add Create WH Request.
